Still Closed Out: More progress needed to connect farmers with federal conservation programs

EQIP and CSP are key tools for helping farms and farmers adapt to a changing climate, supporting practices as targeted as grassed waterways or as comprehensive as a farm-wide suite of practices that improve wildlife habitat or water quality. While there has been some positive development for conservation agriculture policy in the United States since our 2021 report Closed Out, USDA still rejects more than three in four farmer applications to CSP.
