of healthy eating habits</li> <li class="bulleted-list">Enhance children’s “food literacy” by familiarizing them with foods grown nearby, teaching them how and where their food is grown, building knowledge about how to prepare healthyfoods, and educating them about the health, nutrition, social and environmental impacts of food choices</li> <li class="bulleted-list">Strengthen local economies by expanding markets for small and mid-size agricultural producers and food entrepreneurs whose products have typically been unavailable in school meal programs</li> <li class="bulleted-list">Build vibrant locally oriented food systems by fostering positive relationships and increase understanding of local food systems among children, farmers, parents, educators and school districts, healthcare professionals, and other community members</li> <li class="bulleted-list">Advance environmental stewardship, where practicable, by supporting more sustainable food production methods, reducing to School Foods</p> <p class="normal">A food item must meet all of the following attributes to be considered a Farm to School Food by IATP:</p> <ol class="list1"><li class="numbered-list">The food is grown or raised in proximity to schools where they are served to minimize the distance between “farm and fork”</li> <li class="numbered-list">The food is grown by farmers, ranchers and other agricultural producers with small and mid-sized operations who control management decisions on their farm/ranch and engage in day to day management</li> <li class="numbered-list">The grower or grower collaborative that grew or raised the food is clearly identified on the product or purchasing documents</li> <li class="numbered-list">Food meets the following category-specific criteria:</li> </ol><p class="heading-4">Fruits, Vegetables, Legumes, Seeds, Nuts, Honey and Maple Syrup:</p> <ul><li class="bulleted-list">The food is purchased in minimally processed form1 and does not contain any Now people can use EBT cards to buy fruits, vegetables and other healthy food at six Minneapolis farmers markets (up from three last year). The markets are:</p> <ul><li>Midtown Farmers Market</li> <li>Minneapolis Farmers Market</li> <li>Northeast Farmers Market</li> <li>West Bank Farmers Markets at Augsburg</li> <li>West Bank Farmers Markets at Brian Coyle Community Center</li> <li>West Broadway Farmers Market</li> </ul><p>As an incentive to shop at the markets and encourage people to eat healthier foods, Blue Cross and Blue Shield of Minnesota (Blue Cross) and the Minneapolis Department of Health and Family Support are offering “Market Bucks” coupons, which match the first $5 in EBT card purchases with an additional $5 in Market Bucks each market day. That amounts to $10 of food for just $5 – a great value in these tight times.</p> <p>Positive results from last year’s launch of EBT services at the Minneapolis and Northeast Farmers Markets, and increased use of food support dollars at the Midtown Farmers Market were the driving forces behind the decision to expand EBT and Market Bucks this year. At Midtown Farmers Market, the first market in the Twin Cities to accept EBT cards, the number of people using EBT at the market more than doubled and EBT transactions more than tripled over 2009. Six in 10 repeat customers surveyed reported that the Market Bucks program positively affected the amount of fruits and vegetables they ate (46 percent eating “a little more” and 13 percent eating “a lot more”).</p> <p>“We were really pleased with the results, so we jumped at the opportunity to work with more markets this year and help introduce more people to the healthy foods available to them at farmers markets,” says Dr. Marc Manley, chief prevention officer for Blue Cross. “We’re invested in this effort because we care about the health of all Minnesotans. This work makes the healthy choice the easy choice, so we have a better chance at preventing unnecessary disease due to unhealthy eating.”</p> <p>At a time when more than 60 percent of adult Minnesotans are overweight or obese – and at risk for a host of serious diseases and conditions that drive up health care costs – creative approaches to encourage healthy eating are urgently needed.</p> <p>According to a Blue Cross and Blue Shield of Minnesota study, only 15 percent of Minnesota adults eat the recommended amounts of fruits and vegetables daily. That means the vast majority of people are falling short of a balanced diet. Access is especially important for EBT recipients, for people living in neighborhoods that lack full-service grocery stores or other sources of fresh produce. EBT at farmers markets and the Market Bucks promotion provides greater access to fruits and vegetables, which can help people achieve or maintain a healthy weight and be well.</p> <p>“More markets accepting EBT means fewer barriers to healthy eating, and promotions like the Market Bucks program help stretch food support dollars even further during the summer months,” says Gretchen Musicant, Commissioner of Health at the Minneapolis Department of Health and Family Support.</p> <p>The EBT and Market Bucks program also helps customers support local farmers and connect with their communities. In 2010, over $27,000 was spent at area farmers markets through EBT and Market Bucks, circulating federal food support and other resources into the local economy. In addition, farmers markets encourage an understanding of where food comes from and provide ways for people to connect with their neighbors and community.</p> <p>“EBT and Market Bucks help to create a welcoming environment for everyone at our local farmers markets,” says JoAnne Berkenkamp at the Institute for Agriculture and Trade Policy. “Greater participation in farmers markets is good for our local farmers, community and economy.”</p> <p>Offering EBT and Market Bucks is the result of a unique community partnership among the six farmers markets, Blue Cross, the City of Minneapolis, the Statewide Health Improvement Program of the Minnesota Department of Health, and the Communities Putting Prevention to Work initiative of the American Recovery and Reinvestment Act of 2009, Hennepin County and the Institute for Agriculture and Trade Policy.</p> <p>The partners also kicked off a promotional campaign aimed at welcoming EBT shoppers to the farmers markets. The survey was designed to assess growers’ perceptions of Farm to School, interest levels, challenges, aspirations and strategies that could enable growers to benefit more fully from this growing market.</p> <p>A request to participate in the survey was issued through a variety of channels, including newsletters, emails and blogs from selected farm membership organizations in Minnesota, the Sustag Listserv and by email to a list of farmers that Minnesota school districts have identified as suppliers. This survey complements a similar survey that IATP conducts annually with Minnesota school foodservice leaders (Available at <a href="http://www.iatp.org/localfoods">www.iatp.org/localfoods</a>). Our most recent foodservice survey found that the number of Minnesota public school districts engaged in Farm to School programs has grown from 10 in 2006 to 123 in 2010.</p> <p>Sixty-seven individuals responded to the grower survey. Of these, 63 identified themselves as producers (e.g., farmers, ranchers, orchardists) while four represent multi-farm collaboratives or farmers markets. Nearly all respondents live in Minnesota. Approximately 80 percent report annual agriculture-related revenues of less than $100,000 per year, with a majority under $25,000. Respondents produce a wide range of farm products, with vegetables being the most common. The underlying goal of this work is to increase access to healthy, locally grown foods among Supplemental Nutrition Assistance Program (SNAP – formerly food stamps) participants.</div> <div> </div> <div>In 2010, MDHFS and several community partners, including three farmers markets, the Institute for Agriculture and Trade Policy (IATP) and Blue Cross and Blue Shield of Minnesota (Blue Cross) worked together to make EBT services available for the first time at the Minneapolis Farmers Market and Northeast Minneapolis Farmers Markets. Program partners also created an incentive program, “Market Bucks”, to encourage SNAP recipients to use their EBT cards at these two markets and at the Midtown Farmers Market, which has accepted EBT since 2006. In addition, funding from MDHFS, Blue Cross and Hennepin County was used to design and implement a promotional and outreach campaign.</div> <div> </div> <div>IATP has compiled lessons learned from the 2010 farmers market season based on EBT usage data, interviews with market staff and partners, in-person surveys with EBT customers (conducted by MDHFS and Blue Cross), and IATP’s first-hand involvement with many elements of the project. We believe that 2010 was an important year for learning and experimentation and that all of the participants in this work have much to be proud of.</div> <div> </div> <div>Key observations include the following:</div> <ul><li>EBT transactions across the three markets totaled $20,659 in 2010.</li> <li>The farmers markets issued an additional $7,127 in Market Bucks.</li> <li>EBT transactions at the Midtown Farmers Market in Summer 2010 were more than double 2009 levels.</li> <li>Approximately 736 SNAP participants used their EBT benefits at a participating farmers market during the 2010 farmers market season.</li> <li>Customers at all three markets expressed a high level of satisfaction with the EBT program.</li> <li>Most EBT purchases were for fresh produce.</li> <li>Technical assistance provided to the Minneapolis and Northeast Minneapolis Farmers Markets was critical to successful introduction of the EBT program.</li> <li>The promotional campaign included paid bus and radio advertising, earned media, and community outreach through trusted community leaders, community newspapers, market signage, etc. Most EBT customers indicate that they heard about the EBT and Market Bucks program through word of mouth or while at the markets.</li> </ul><div> </div> <div>Key recommendations for the future:</div> <ul><li>Identify ways to streamline costs and to assess which types of market settings most effectively serve community needs given their existing and potential customer base, accessibility to public transit, hours of operation, product offerings and price-points.</li> <li>Continue funding the EBT initiative beyond 2010 and to decide which markets, program components and technical support to fund in 2011 by no later than early February 2011 so that participating markets and other partners can adequately prepare for the Summer 2011 season.</li> <li>Adequately fund the market-level staff time and other direct costs that are required to provide EBT services.
