One of the promises of the Marrakech Agreement was that the creation of the WTO would lead to orderly, civilized negotiations on an on-going basis. This has not been the case. With the conclusion and failure of the Seattle Ministerial, and the next WTO ministerial scheduled to take take place in Doha, this is a reflection on why these negotiations cannot make progress and why they remain unfinished. Nobody seems to agree on what success would look like. For IATP, there are three points that define what success could look like at the negotiations.
