President Bush swore in a new Agriculture secretary Wednesday and warned that he would veto any farm bill that would raise taxes or did not include changes in some farm programs." Former North Dakota governor Ed Schafer "is taking charge at the agency in the midst of contentious negotiations on a $286 billion bill passed by both the House and Senate.
