Food production technologies developed by scientists without farmers is rarely sustainable. The need for an internationally coordinated approach to food security, aimed at increasing stability in the food supply by reducing volatility in agricultural markets while making both production and distribution systems sustainable over time. Such an approach requires that food security be planned and implemented primarily at the local and national levels with support for diversified peasant and family farm systems. These non-trade concerns can be complemented by trade and trade policy, but they must not be displaced by trade liberalization.
